Reporting to the Board of Directors, OPARC is seeking a collaborative Chief Executive Officer to set the strategy for the organization, foster internal and external relationships, and exemplify the vision and values of OPARC. Overseeing an annual operating budget of $13.5 million and a team of more than 100 committed professionals, the CEO is a strategic leader who rally the staff, Board and key stakeholders to increase OPARC's presence in the community. In collaboration with OPARC’s shareholders, the CEO will create a new strategic plan to increase financial stability, bring about continued community advocacy on multiple levels, increase fundraising and ultimately, have the ability to expand programs and attract more participants. The ideal candidate is an inspiring leader with a drive to achieve in the areas of organizational advocacy, public policy and community engagement.
KEY ROLES & RESPONSIBILITIES
Manage all day-to-day operations of OPARC, including administration, programming, development, human resources, finances and strategic planning.
Oversee contract implementation and compliance with various government contracts.
Identify, assess and inform the Board of Directors of internal and external issues that affect the organization, including agency relevance to the community and its overall effectiveness.
Create a work environment that recruits, retains and supports quality staff and volunteers, while maintaining a solid level of quality and effectively delegating responsibility.
Supervise financial planning, forecasting, and analytical activities, ensuring alignment of financial plan with overall vision, strategy and short and long-term goals.
Foster effective teamwork with the Board of Directors and between the Board and staff.
Leverages crisis management experience to address safety and well-being issues brought on by COVID-19.
Work with the BOD to develop, drive and implement the strategic plan and vision of OPARC.
Solidify service delivery within current agency vision and facilitate discussion and deliberation on new opportunities and policymaking.
Plan strategies for program service revenue and fee-for-service income.
Develop, quantify and measure key programming metrics and provide detailed analysis of results for improved services.
Foster effective teamwork with the Board of Directors focusing attention on long-range strategic issues.
Inform Board on industry developments and working as a team, update management, governance, and fund development to adapt to new programming.
In collaboration with Board of Directors and development team, lead all fundraising efforts.
Update existing fundraising plan to attract new donors, increase major gifts, and prospect for new business and foundation support.
Create and cultivate relationships with new donors and prospective Board members.
Ensure financial stability and sustainability by maintaining healthy cash flow and adequate reserves.
Serve as chief spokesperson for OPARC.
Facilitate the integration of OPARC into the fabric of the community by using effective marketing and communications activities.
Act as an advocate, within both public and private sectors, for services and constituencies relevant to OPARC.
Meet with participants and their families, volunteers, donors and the greater community to improve services and generate community involvement.
Work with legislators, regulatory agencies, and volunteers to promote legislative and regulatory policies that encourage a healthy community.
A minimum of 10 years’ experience in progressively responsible roles within senior management positions.
Experience working with developmentally disabled adults and a key understanding of the changing landscape of services and funding preferred.
Demonstrated fundraising success with individual donors, foundations and corporate partnerships resulting in overall organizational growth.
Proactive participation and leadership in statewide and nationwide associations representing the developmentally disabled such as CDSA - California Disabled Services Association.
A business mindset with a proven track record managing a strategic planning process, resulting in improved efficiency, program effectiveness, and sustainability of organizational budget.
Demonstrated commitment to continued professional growth and the development of employees and Board of Directors.
